Where can i report a cheater? I can't find the correct forum or can't access the forums. It says "privacy enabled" but where can i switch this setting?

I played as Isis vs Cronos on Marsh and tomy100 hacked units into the game. The game was played without voobly balance patch. I lost points to it.
